The 20-meter high monument was designed by Cambodian architect, Vann Molyvann, and is shaped in the form of a lotus, which also can be seen at Angkor and other Khmer historical sites. You are not allowed to enter the monument. At night it is lit with blue, red and white light (the colours of the national flag) and it should be an impressive sight - but I didn?t see it... It was constructed in 1935 37. The Art deco building is shaped in the form of a cross with a nice central dome. The palace was constructed between 1866 and 1870, after King Norodom relocated the royal capital from Oudong to Phnom Penh. It was built atop an old citadel called Banteay Kev. It faces approximately East and is situated at the Western bank of the cross division of the Tonle Sap River and the Mekong River called Chaktomuk (an allusion to Brahma).
The original Throne Hall of the palace, postcard dated 1909, This building was demolished in 1915. The current Throne Hall, occupying the same site but considerably larger, was inaugurated in 1919.....

The site is a former secondary school which was used as Security Prison 21 (S-21) by the Khmer Rouge regime from its rise to power in 1975 to its fall in 1979. From 1976 to 1979, an estimated 20,000 people were imprisoned at Tuol Sleng pronunciation: means "Hill of the Poisonous Trees" or "Strychnine Hill". Tuol Sleng was just one of at least 150 torture and execution centers established by the Khmer Rouge,[2] though other sources put the figure at 196 prison centers.
